PGI ENERGY, INC has entered into a partnership with Structural Dynamics Engineering Co. for Manufacturing & Development of innovative proprietary drilling rigs designed by Jose A. Macias, a Mechanical Engineer. The partnership will establish a new special purpose entity to be jointly owned and managed by the partners. The partners will jointly own 50% of the business and share 50% of profits each. The partnership initially will focus on its existing contract orders for 750 HP Mobile Drilling Rigs and the 2000 HP SCR Drilling Rig for the government of India, and its client in China who have placed orders for three 250T Top-Drives the innovative Top-Drive drilling rig, and Malaysia for four 1000HP SCR Drilling Rigs. Stocks jump amid Greek bailout hopes
NEW YORK (CNNMoney) — U.S. stocks jumped Tuesday, after a Wall Street Journal article stirred up hopes of a fresh bailout for Greece.
European markets rallied after the Journal reported Germany is shifting its stance to consider lending more money to Greece.

France’s Lagarde seeks IMF’s top spot

PARIS (CNN) — French Finance Minister Christine Lagarde announced her bid Wednesday to become head of the International Monetary Fund, after its former managing director Dominique Strauss-Kahn resigned in the wake of charges he tried to rape a hotel maid in New York.
“I have decided to present my candidacy. I did this after an agreement with President [Nicolas Sarkozy] and Prime Minister [Francois Fillon] of France,” Lagarde said, adding that she had “received a number of phone calls from countries supporting my candidacy.”
Lagarde, 55, would be the first woman to run the fund since the global financial institution was founded in 1946.

Uzbekistan boosts small-, medium-sized business development

TASHKENT – Many Uzbek entrepreneurs are excited at the prospect of a prosperous year after President Islam Karimov announced that the government will focus on boosting development of small- and medium-sized businesses.
In Uzbekistan, as in many other CIS countries, private businesses are mostly in the trade, service, agricultural and furniture-making sectors, economist Malika Kochmuratova said.
The government’s first actions should be to trim red tape and develop a business lending system, she said.
The government has simplified the bureaucratic routine for business owners, said Orabek Sadykov, khokim of Tashkent’s Sergeli District.
Today, registering a private enterprise “through one window” takes three days and simply requires notifying the authorities. Previously, it required requesting authorisation, he said.
Goal is to make starting a business easier
Officials will review the package of documents required for starting a business and reduce it again this year, Ramil Abdulloyev of the Economic Development Ministry said.
He called on banks to facilitate business development.
“The terms and conditions for obtaining a loan are still complicated today,” he said. “But the banks should pay attention to this and reconsider their sets of requirements.”
Small companies need to be involved in utility maintenance and in running the so-called “natural monopolies” – energy and gas supplies and water and sewage systems, political scientist Linura Yuldasheva said.
“With stringent oversight, that would help create new jobs and significantly improve the utilities by encouraging healthy competition,” she predicted.
Small business drives economy
The share of small businesses in Uzbekistan’s GDP exceeds 50% today — up 20 percentage points from 10 years ago, the National Statistics Committee said. The small business and private enterprise sector employs more than 74% of the country’s active workers. Last year’s efforts to boost that sector’s development resulted in 480,000 new jobs, more than 60% of them in rural areas.
Those figures could be larger if the Uzbek som were a convertible currency. Private business owners are compelled to exchange money at the free market rate, which is 50% higher than the government-established rate.
“Small and private businesses that are unable to convert their money into hard currency find it difficult under the circumstances to compete with larger rivals,” advertising agency director Rano Talipova said.
Meanwhile, in his December 8 Constitution Day address to the nation, Karimov emphasised the importance of facilitating the entry of small businesses into foreign trade and onto regional and international markets.
“Given an acceptable exchange rate for the Uzbek som, the issue of access to the world market would be solved by itself,” Karimov said.
Even with help, challenges remain
To boost small businesses, the government has crafted a programme to protect small companies, create new development opportunities for them, review existing business regulations and pass new laws.
“We can no longer put up with the situation where local government officials … (create) barriers to people attempting to start their own, be it small, businesses,” Karimov said.
Profits will follow if you put in an optimal and well-thought-out manufacturing process, Anvar Nazarov, a refrigeration equipment manufacturer, said.
“Any business is risky,” he said. “But the risks you take must be assessed in each minute detail … reduced to an absolute minimum.”
Inexperienced entrepreneurs can impede their companies’ development, Nazarov observed.
Many budding entrepreneurs have only a vague understanding of business planning, bookkeeping and other requirements for success, Damir Muzaffarov, director of the Professional Management Programme at the Uzbek-Japanese People Development Centre, agreed.
“In the course of its transition to a market-led economy, Uzbekistan needs a new generation of business leaders with the knowledge and skills to run modern businesses,” Muzaffarov said.
Many entrepreneurs speaking to Central Asia Online pointed to the tax system as yet another obstacle to private business development in Uzbekistan.
The Tax Code became law in 2008, as did some amendments last December 24.
Those amendments aim at improving the taxation system, boosting small- and medium-sized businesses, and encouraging the production of goods and services, Khushnut Sharipov of the Khamzin District Tax Inspectorate of Tashkent, explained.
The current tax policy creates incentives for producers and gives fewer preferences to middlemen, he said.

Investing in Micro Cap Stocks

Micro caps stocks, or stocks for companies with market capitalization of under $300 million, often represent excellent investment opportunities with above-average returns.
Investing with Mutual Funds
Often, these stocks are underrepresented in institutional portfolios. There are a handful of micro cap funds however, which invest exclusively in these types of stocks, and these funds often are able to deliver returns that are well above average. Investing in a micro cap mutual fund may be an excellent alternative for a new investor that is unfamiliar with the process of analyzing a stock, or may be uncomfortable placing a large percentage of a portfolio in any one given micro cap stock. The fund allows the investor to take advantage of a much larger pool of micro cap investments that is under professional management.
Direct Investment
For those who want to do some investing directly, there are some excellent opportunities, and by following a few rules, some good profits to be taken by investing in micro cap stocks. Sometimes referred to as “penny stocks,” these are often not listed on the major exchanges Whereas a traditional investor would probably never invest in a company that is not profitable, micro cap investors consider potential rather than current revenue streams of the company. If the company is in the red, it doesn’t mean it’s not a good investment. Consider some of the following factors:
* The company’s expenses. Many solid companies are in the red because of a quarter of unusually high expenses that may pertain to research and development. It may be money well-spent, which will lead to sales in the foreseeable future.
* Sales. Has the company spent money on building a good multi-channel sales infrastructure? This too, is money well spent. Take a look at sales history, current orders, and any announcements the company has made about future orders.
* Production. Does the company have enough capacity to produce the goods it needs to fulfill orders and become profitable? Again, legitimate red ink may be a result of built-out in this area.
* Other Metrics. Of course, you should examine the same metrics you would with any other stock, including market capitalization, trading volume, volatility, and management experience.
Most of the mainstream analysts will not cover micro cap stocks, but there are some newsletters that specialize in this area. Nonetheless, you will have to rely on your own research and instincts much more than you would if you were investing in higher-end stocks listed on the major exchanges.
Micro cap stocks do tend to be more volatile, which for short-term investors is good. If a stock for example, has a 52-week range with a low of $0.10 and a high of $1.00, and it’s currently trading at the bottom end of the scale, this may present an opportunity to buy if there are no big negatives. There may be a solid reason for the dip, such as major expenses in anticipation of fulfilling a large order. If so, then it’s time to buy. On the other hand, there may be a reason for the dip that is not quite so positive, so do your research and make a determination.
Lastly, a rule that most stock investors live by is never to “put all your eggs in one basket.” Diversify in as many different stocks as you feel comfortable tracking. Out of a portfolio of 12 micro cap stocks, it’s very likely that at least one or two will go South–but if you have chosen well, the others will more than make up the difference.
